Creating a sustainable future for local fishermen.
Monitoring over a million small fishing vessels every day to stop over-fishing would challenge even the most well-funded governments. That was until Hiber launched the world’s first LPGAN (Low Power Global Area Network) and changed everything.
Indonesia boasts 1.3 million fishing vessels. Over a 1 million of which are small family fishing boats. Officially, 90% of these fishermen are often fishing illegally in protected areas. Unofficially, the Indonesian government understands that they are trying to feed their families and earn some extra income.
After all, Europeans love the taste of exotic Indonesian fish. Making it very profitable for local fishermen, too. But overfish and flood the market and soon there’ll be no market. So how do you keep a careful eye on every fishing ship? Protect the environment for future generations? And, at the same time, help fishermen provide for their families?
Recently, the Indonesian government introduced legislation requiring all fishing vessels to be part of a Vessel Monitoring System (VMS). VMS monitors where fishing boats go and the kind of fish they catch. Helping decrease illegal fishing and increasing protection for the Marine Protected Area (MPA). But it’s a big ocean to keep track of over a million small vessels on.
So, as an additional incentive, the government decided that any fishing boat that uses VMS will entitle the fishermen to free insurance and be allocated a unique vessel identification number. And only fishermen with both may go out to sea to fish.
What really made this scheme even more attractive was that as part of the insurance package, families of fisherman who were at sea would receive food and healthcare during their absence. Which could be as long as a couple of months. This shows how far a government was prepared to go to encourage people to protect the environment and their futures. The big question was how could monitoring over a million vessels possibly be affordable?
For this new Vessel Monitoring System (VMS) to be effective on smaller fishing boats, it needed to measure and store the GPS location of a vessel several times a day. Then send this data daily to the cloud. It couldn’t be power hungry. It needed to be hyper-reliable. Simple to install by the fishermen. Be easy to maintain; meaning no maintenance required. And have a SOS-button in case of an emergency.
For the Indonesian government, Hiber’s LPGAN is the solution they could only dream of. The world’s first satellite network that really delivers worldwide connectivity to modems with a long battery life at a low cost.
Traditional satellite connectivity is too expensive and power hungry to meet these requirements and that’s where Hiber’s Low Power Global Area Network (LPGAN), also called Hiberband, comes into play. Hiber’s nanosatellite constellation will provide the connectivity to make the small Vessel Monitoring System reality.’
Sisfo is an established Indonesian system integrator, specialising in integrating mobile satcom services and connections, terrestrial infrastructure, online firewalls, satcom equipment and IP applications being used over satellite networks. Their Galaxy 1 VMS system being used on larger vessels over 5 tonnes since 2005. They were the obvious choice to start rolling out this project on behalf of the Indonesian government.
